MiraCosta Community College District Board of Trustees Approves
Environmental Impact Report (EIR) for Facilities Master Plan

The MiraCosta Community College District’s (MCCCD) Board of Trustees has approved the draft Environmental Impact Report (EIR) for implementation of the Facilities Master Plan for the Oceanside campus.

The Facilities Master Plan consists of the addition of 11 new buildings and the demolition of several existing outdated facilities at the Oceanside campus to meet MCCCD’s projected growth and development by incorporating the following objectives:

• Extend the functional lifespan of existing buildings.
• Create a welcoming, visually appealing campus that strongly supports student learning and environmental sustainability.
• Provide quality facilities and services that accommodate the identified space deficiencies and functionality issues defined in the MCCCD Comprehensive Master Plan.
• Promote increased student–faculty interaction, collaborative learning, and building efficiency through creating a centralized campus with a new “one-stop-shop” Student Services Building.
• Create academic hubs throughout campus with related instructional space, study space and faculty office space—creating vibrant learning communities aimed at improving student success and excellence.
• Enhance and provide better access to recreational opportunities and facilities on campus.
• Plan for future growth with sensitivity to the surrounding residential neighborhoods.
• Alleviate existing parking shortages on campus.

The facilities targeted for modernization or replacement no longer adequately physically support the district’s academic and career training programs.  The work will be funded by Measure MM, the $455 million construction bond approved by voters in November 2016. The EIR, conducted by a third party environmental consultant, has determined the proposed projects would have no significant and unavoidable environmental impacts.

In addition to the identified construction and demolition, the Measure MM program also includes the addition of new parking spaces, infrastructure improvements, landscape improvements, miscellaneous site improvements, and sustainability features. Proposed modernization projects would include new finishes, furniture, technology and building systems, which include sustainable materials or features, require less work to maintain, and will extend the functional lifespan of the campus.

“We are grateful to the community members who took time to review the document and provide comments about the EIR,” said Tom Macias, Director of Facilities for the District. "It was a thoughtful, thorough process, and the input was important to our Trustees in order to move forward with the confidence of the community that we are respectful of the local environment and natural resources."

The EIR is required by the California Environmental Quality Act (CEQA) to institute a statewide policy of environmental protection and enhance public participation in the environmental review process through scoping meetings, public notice, public review, hearings, and the judicial process.
